Something so idiotic was said or done that this artist felt like had no way of expressing how stupefying it was...other than making a facepalm monument.

I saw this statue in Paris at the Jardin des Tuileries, near the Louvre. My favorite statue! haha
hahah maybe the artist was not trying to portray the 'facepalm' feeling...but maybe he was trying to portray sorrow, that seems more likely...but it sure does look like a facepalm to me!
